Traitors revolves around Feef Symonds, a bold and ambitious 20-something woman who joins the Civil Service in 1945, just as Attlee's Labour party sweeps to victory, defeating Churchill in an electoral bolt from the blue. Her ambition to make something of her life, which goes unrecognised by her family, is furthermore complicated by her American lover. Feef agrees to spy on her own government for the Americans, who have a hidden agenda in making sure England's burgeoning Socialist ambitions don't play into Soviet hands. Struggling to work out what she stands for, and what she's capable of, Feef must learn to think for herself and play by her own rules at a time when knowledge becomes power and nothing and no-one is what they seem.

Rowe meets up with Feef to impress on her the importance of her role, and reveals that she had a predecessor. Labour MP Hugh's principles are challenged when he's told to vote to accept the American Loans deal which will help to build the welfare state. Feef boldly attempts to charm her stony boss Priscilla into giving her a break in the Cabinet Office, but Priscilla is no pushover. Feef takes Hugh to her brother's disastrous wedding, where she begins to feel the moral compromise of her secret life. But as she begins to find her work for Rowe rewarding, Feef uncovers two possible suspects in the hunt for a Soviet mole.

Rowe rules out one of Feef's suspects as the mole, and suggests she gets closer to Jerry. Meanwhile, celebrating a cornerstone of the new Welfare State with her colleagues, Feef hears a rumour that Priscilla once dated Jarvis. In a flashback to the Allied meeting in Washington, and the birth of the United Nations, a Russian aide drunkenly lets slip to Jarvis some shocking information. Rowe pressures Feef to break into Priscilla's office and Jackson discovers that Jerry is a dangerously unstable man

Rae is made to work late in the office by Feef, so Rowe can break into her house, and on exiting he has an altercation with Rae's mother. Rae's young son returns from America, and meanwhile Feef investigates Rae's life outside the Cabinet Office. Needing someone to trust, Feef tries to befriend Jackson, but he is distant. Angry and frustrated with Rowe, she quits. But as she steps out of the game, Feef realises that Priscilla is also keeping secrets. Feef's get out attempts fail when Rowe, who desperately needs her help to close his real endgame, blackmails her with photos of her brother Freddie, which, if exposed, could have a damaging effect on her family, leaving Feef with no choice but to take action.?.
